Not sure why the OEM did this but that is way I found them. Due to their age some may show oxidation marks. Also, every single one of them have a small quarter notch cut into the knob. These never used air variable capacitors were individually wrapped by many layers of brown tissue like protective wrapping paper.
Because of my limited measurement capabilities please consider measurements as an estimate and not exact value. I have made an attempt to measure them using my hobbyist digital L/C meter and they all seem a low end of about 3-5 pF high around 28-30. These were then all packed in a large OEM box. Also visible on some solder posts the caps, more than others, are signs of pre-tinning that was done by OEM.
